Jamiat Ulama -e- Maharashtra Launches SIR Public Awareness Campaign; ‘No Room for Negligence,’ Says Maulana Halimullah Qasmi

Jamiat Ulama-e-Maharashtra Holds General Body Meeting; Passes Resolutions on Strengthening Democracy, Hindu-Muslim Unity, and Social Reform.

MUMBAI — The mid-term General Body (Majlis-e-Muntazima) meeting of Jamiat Ulama-e-Maharashtra concluded successfully at the Haj House on Paltan Road. Presided over by Maulana Halimullah Qasmi, President of Jamiat Ulama-e-Maharashtra, the three-hour session brought together over 1,000 delegates from across the state to deliberate on critical socio-political challenges and organizational strategies.

The proceedings commenced with a recitation of the Holy Quran and a soulful panegyric (Naat) delivered by Mufti Mirza Kalim Baig Nadvi, President of Jamiat Ulama-Marathwada. Following this, Mufti Muhammad Yusuf Qasmi, General Secretary of Jamiat Ulama-e-Maharashtra, presented the official secretarial report detailing the organization’s recent activities.

Call for National Unity and Social Reform

In his comprehensive presidential address, Maulana Halimullah Qasmi shed light on the rich history, methodology, and foundational principles of Jamiat Ulama, emphasizing its character as a purely religious and social organization. He recalled the historic role and monumental sacrifices of the organization’s founders in India’s freedom struggle. Turning his attention to contemporary challenges, Maulana Qasmi stressed the vital need for Hindu-Muslim unity to counter rising communalism and urged the community to focus on moral rectification.

During the session, the leadership tabled and unanimously approved seven key resolutions addressing diverse issues:

1. Public Mobilization on SIR (State Image Record / Survey)

Maulana Mohammad Arif Umri, Vice President of Jamiat Ulama-e-Maharashtra, introduced the resolution regarding the SIR process. He detailed the methodology for filling out enumeration forms and issued a strong call to action:

“Do not sit at home waiting for the Booth Level Officer (BLO). Instead, set up local assistance camps, gather the public, and invite the BLOs to these camps to streamline the form-filling process.”

Maulana Umri also advised citizens to preserve copies of the 2002 mapping lists for future verification.

Speaking as the Chief Guest, Advocate Imran Khan commended the Jamiat’s proactive stance on SIR. He explained that the process consists of three distinct phases: the initial mapping phase (completed), the current enumeration form-filling phase, and a crucial third phase.

“If anyone’s name is missing from the final electoral rolls, there is no need to despair or panic,” Advocate Khan assured. “The third phase will require us to legally present documented proof to establish eligibility. We must be mentally and legally prepared to face this phase with courage and precision.”

2. Safeguarding Democratic Principles

Mufti Muhammad Harun Nadvi, Vice President of Jamiat Ulama-e-Maharashtra, presented a resolution on “Strengthening Democracy.” Highlighting the efficacy of a democratic framework in a diverse, multi-religious nation like India, he noted a positive shift in public consciousness. He pointed out recent public protests in Rajasthan against the demolition of mosques—joined by members of the majority community—as a welcoming sign (faal-e-nik) for the country’s democratic fabric.

3. Combatting Substance Abuse and Social Media Misuse

Addressing youth-centric issues, Vice President Qari Muhammad Idris Ansari expressed deep concern over the rising trend of drug addiction among the younger generation and proposed community-driven interventions to eradicate the menace.

Concurrently, Vice President Qari Abdul Rashid Hamidi warned against the reckless use of social media. He revealed that 16 youths from the Marathwada region alone had been arrested due to careless online behavior, while several others across the state face imprisonment over impulsive likes and comments. He noted that the Jamiat Ulama-e-Maharashtra Legal Aid Committee is actively contesting these cases in court.

4. Directives on Hindu-Muslim Unity

Presenting the resolution on communal harmony, Maulana Ishtiaque Qasmi (Treasurer) reiterated that Jamiat Ulama-e-Hind has maintained since its inception that India cannot progress without robust Hindu-Muslim unity.

Elaborating on this point, President Maulana Halimullah Qasmi clarified the true scope of unity:

“Unity does not mean adopting each other’s religious beliefs or rituals. It means remaining steadfast on your own faith while fostering a culture of mutual respect, excellent character, goodwill, and fulfilling the rights of your neighbors.”

To drive this movement forward nationally, Jamiat Ulama-e-Hind has formed a dedicated forum under the convenorship of Maulana Syed Asjad Madni (Vice President, Jamiat Ulama-e-Hind). A state-level training program for this initiative is scheduled to take place in Mumbai on August 27, with further details to be announced shortly.

5. Educational and Organizational Reforms

Resolutions focusing on internal reforms were also adopted:

  • Social Reform: Presented by Qari Muhammad Younus Choudhary (Deputy Treasurer), highlighting the critical need for moral upliftment in society.

  • Religious Education: Tabled by Maulana Abdul Qayyum Nazish (Director of Makatib-e-Deenia), emphasizing the preservation and expansion of primary religious education.

  • Organizational Expansion: Mufti Hafizullah Qasmi (Director of Organization) urged the establishment of new local units and proposed mandatory quarterly accountability and review meetings across every district in Maharashtra.

The session concluded following feedback from regional representatives representing Mumbai & suburbs, Khandesh, Vidarbha, Western Maharashtra, and Marathwada, followed by a concluding prayer (Dua) led by the President.

The extensive logistics, security, and dining arrangements for the 1,000+ attendees were smoothly managed by Jamiat’s Office Superintendent Hafiz Muhammad Arif Ansari, Executive Committee Member Maulana Muhammad Asaid Qasmi, and the state office staff.
